Factors Affecting Customers’ Attitudes Toward the Intention to Use Electronic Government Services in Egypt

Abstract
E-government was established to facilitate digital transformation initiatives and is considered an effective means of restructuring governance in the public sector in Egypt. This paper aims to analyze how effort expectancy, performance expectancy, and trust in governmental services influence Egyptian citizens’ attitude toward using electronic government. The conceptual framework was developed through integrating the constructs of effort expectancy and performance expectancy from the Unified Theory of Acceptance and Use of Technology (UTAUT). Additionally, trust in governmental services was incorporated as a factor influencing the intention to use online services provided by government departments. Data was gathered from 450 users of e-government services via a web-based survey and analyzed using SPSS and PLS-SEM. The findings indicated that the intention to use e-government in Egypt is strongly influenced by attitudes, which are determined by effort expectancy and performance expectancy. However, trust in e-government services has an insignificant effect on citizens’ attitudes.
